| The EOSPA Committee was initially formed in 1998 prior to the Town's proposed open space referendum to "develop criteria for acquisition of ownership, rights in interests in land and improvements thereto, for active and passive park and recreational purposes, and preservation of open space." On passage of the $15 million referendum in November of 1998, the EOSPA Committee was formally charged to serve as the Advisory Committee to forward recommendations to the Town Board for expenditure of environmental open space and park funds pursuant to Chapter 21 of Town Code. The Committee is responsible for oversight of $10 million for land acquisition and $5 million for park improvements. To date three property acquisitions have been completed, several are pending, and improvements have been recommended to over 30 parks. The EOSPA Committee meets monthly. It has defined subcommittees that meet more frequently to review all acquisition and park improvement nominations in the field. The EOSPA Committee has a paid part-time secretary, who also serves the Conservation Board. A Special Town Attorney is assigned to the EOSPA Committee to handle all transactions related to property acquisition.
